Overview of Saskatchewan Provincial Nominee Program

One of Canada’s Prairie Provinces, Saskatchewan, is known for its low cost of living and high quality of life. The province is a world leader in the mining industry and has several job opportunities across various industrial sectors. All Canadian provinces are authorised to nominate eligible candidates for provincial nomination via the Provincial Nominee Program (PNP). Immigrants willing to work and settle in Saskatchewan, Canada, can apply for the Saskatchewan Provincial Nominee Program, also known as the Saskatchewan Immigrant Nominee Program (SINP).

 

What is the Saskatchewan Immigrant Nominee Program (SINP)?

The Saskatchewan Immigrant Nominee Program is a part of Canada's Provincial Nomination Program (PNP) and is used by the province to nominate candidates willing to work and settle in Saskatchewan. The SINP was launched in 1998, and since then, it has facilitated the process of immigration in the province as well as for Canada at large. The program helps to address the current labor market requirements of the province by inviting skilled professionals to fill up job vacancies in Saskatchewan.

The province of Saskatchewan nominates candidates with the potential to meet the labor market demands of the province. It issues an Invitation to Apply (ITA), asking the candidate to apply for a provincial nomination. The SINP holds regular draws to invite candidates to the province, and the selection is made on the basis of their rankings compared to other candidates in the selection pool. Selected candidates can then apply for Canada PR to work and settle permanently in Saskatchewan with the status of a Canadian Permanent Resident.

 

SINP Streams

The Saskatchewan Immigrant Nominee Program offers four main streams. Each stream is further divided into pathways that target a specific group of skilled immigrants. Skilled professionals willing to apply for SINP can apply under one of the following:

 

International Skilled Worker Stream

The International Skilled Worker Stream aims to invite skilled workers willing to work and settle in Saskatchewan. Foreign skilled workers with professional work experience relevant to the specific labor market requirements of the province are eligible to apply under this stream.

The International Skilled Worker stream consists of four pathways mentioned as follows:

1. Tech Talent Pathway

This pathway invites skilled professionals associated with the technology and innovation sector. You can apply under this pathway with or even without Express Entry. As an Express Entry applicant, you would be eligible to apply under this pathway if you:

  • Have proof of legal resident status in Canada or live outside the country
  • Have a valid Express Entry profile number along with a Job Seeker Code
  • Meet the specified language requirements
  • Are presently employed for more than six months in a tech-based job role in Saskatchewan
  • Are eligible for Saskatchewan licensing
  • Have relevant post-secondary education
  • Have a valid  and permanent job offer in a tech-based job role in Saskatchewan
  • Want to work and reside in Saskatchewan

  • Are a legal resident of Canada or live outside the country 
  • Are currently employed in a tech-based job role in Saskatchewan for more than six months
  • Have one year of skilled work experience in tech-related job roles in the last five years ( for offshore applicants)
  • Meet the minimum language proficiency level required
  • Are eligible for Saskatchewan licensing
  • Have relevant post-secondary education
  • Have a valid  and permanent job offer in a tech-based job role in Saskatchewan
  • Want to work and reside in Saskatchewan

2. Saskatchewan Employment Offer Pathway

This pathway aims to invite skilled professionals who already have an employment offer from a company or employer based in Saskatchewan and who have a high score on the SINP points calculator.

You would be eligible to apply under this pathway if you:

  • Are currently living outside Canada or a legal resident of the country
  • Have a valid job offer from a Saskatchewan employer
  • Have a minimum professional work experience of one year in the last 10 years
  • Meet the minimum language proficiency requirements
  • Are eligible for Saskatchewan licensing
  • Are employed in a job role that is listed under the NOC TEER level 0, 1, 2, or 3 in Saskatchewan
  • Are not a refugee claimant in Canada

 

3. Occupations in Demand

This pathway invites skilled professionals with relevant experience in an in-demand occupation in the province who do not have an employment offer in Saskatchewan. A fee of CAD 350 is charged as an application fee. You would be eligible to apply under this pathway if you:

  • Are currently outside Canada or have legal resident status in the country
  • Have scored a minimum of 60 points under the SINP point assessment grid
  • Have the minimum language proficiency level required
  • Have relevant post-secondary education acceptable as per Canadian standards
  • Have skilled work experience in job roles that are not listed under the Excluded Occupation List
  • Have proof of professional status or are eligible for Licensure
  • Have proof of sufficient settlement funds along with a settlement plan
  • Are willing to work and reside permanently in Saskatchewan
  • Are not a refugee claimant in Canada

 

4. Saskatchewan Express Entry

This pathway aims to invite candidates who are already in the Express Entry pool and have skilled work experience in the occupations in demand in Saskatchewan. You would be eligible to apply under this pathway if you:

  • Are you currently residing in Canada as a legal resident, or are you outside Canada
  • Have a valid Express Entry profile and a Job Seeker Code
  • Meet the language proficiency requirements
  • Have scored above 60 points under the SINP Point assessment grid
  • Have completed relevant post-secondary education acceptable as per Canadian standards
  • Have skilled work experience in a job role that is not listed under the Excluded Occupation list of SINP
  • Are eligible for Saskatchewan licensing
  • Have enough funds to sustain yourself in the province
  • Are not a refugee claimant in Canada

The province uses an Expression of Interest (EOI) for the Occupations in Demand and the Express Entry subcategory. EOI is a pre-application process which shows your willingness to apply for the SINP. There is no cap on the maximum number of candidates who are allowed to submit an EOI.

 

Saskatchewan Experience Stream

The Saskatchewan Experience Stream is aimed at inviting Canadian work permit holders who have professional work experience in the province for at least six months. There are six subcategories under this stream, which are listed below:

1. Skilled Worker with Existing Work Permit

This subcategory aims to invite skilled professionals with valid and existing Canadian work permits. You would be eligible to apply under this subcategory if you:

  • Have a valid, full-time, permanent job offer in Saskatchewan 
  • Are employed in a job role that is listed under the NOC TEER level 0, 1, 2, or 3
  • Have an IRCC-issued work permit
  • Have a Job Approval letter from SINP
  • Have been employed for at least six months in a full-time job offer in Saskatchewan
  • Are eligible for Saskatchewan licensure
  • Meet the minimum language requirements as specified
  • Are not a refugee claimant in Canada

 

2. Semi-Skilled Agriculture Worker with an Existing Work Permit

This subcategory invites agriculture workers with valid Canadian work permits for one of the programs listed below:

  • International Experience Canada
  • Temporary Foreign Worker Program
  • Seasonal Agriculture Worker Program
  • The Canada-Ukraine Authorization for Emergency Travel

You would be eligible to apply under this category if you:

  • Have a permanent full-time job offer from a Saskatchewan employer
  • Are employed for a minimum of six months with a valid work permit or
  • Have been employed in Saskatchewan for at least 6 months
  • Have a Job Approval Letter from SINP
  • Have completed secondary and post-secondary education in a relevant field
  • Meet the minimum language requirements
  • Are employed in a job role that is listed under the NOC TEER 4 or 5

3. Health professionals

This subcategory is designed to invite skilled workers associated with the healthcare industry, including physicians, nurses, or other healthcare professionals. Each job role has a separate application stream under this subcategory. You would be eligible to apply under this category if you:

  • Have been employed in a full-time, permanent job role in Saskatchewan for a minimum of six months
  • Are willing to settle in the province as a Canadian permanent resident
  • Fulfill the SINP requirement criteria specified at the time of your application

 

4. Hospitality Sector Project

This subcategory aims to invite skilled foreign workers associated with the hospitality sector. You would be eligible to apply under this subcategory if you:

  • Have a valid temporary work permit issued by the IRCC and approved by the LMIA
  • Have been employed in a SINP Hospitality-approved employer for at least six months
  • Are willing to work and settle in Saskatchewan as a Canadian Permanent Resident (PR)
  • Have  completed secondary education equivalent to Canadian educational standards
  • Have worked or are currently working for a Saskatchewan employer approved by the SINP to participate in the Hospitality Sector project.
  • Meet the minimum language requirements as specified
  • Have a Job Approval Letter from SINP
  • Have completed a minimum of six months in a permanent, full-time job offer in Saskatchewan
  • Have a valid job offer from a company or employer approved by the Saskatchewan Hospitality Sector

Note: Temporary Foreign Workers can apply under this stream if their employer sends a completed SINP 500-4 Hospitality Sector Recruitment and Settlement Plan, which is approved by the SINP.

 

5. Long Haul Truck Driver Project

This subcategory is designed to facilitate the recruiting of long haul truck drivers to Saskatchewan. You would be eligible to apply under this subcategory if you:

  • Have been employed in a permanent full time job role that is approved by LMIA
  • Have consecutive professional work experience
  • Hold a Saskatchewan Class 1A driving license
  • Meet the minimum language requirement as specified
  • Have a Job Approval Letter from the SINP
  • Have a full-time permanent employment offer from an employer approved by the Saskatchewan trucking firm

 

6. Students

This subcategory is meant to attract students who have graduated from any educational institute in Saskatchewan. You would be eligible to apply under this subcategory if you:

  • Have graduated from a post-secondary educational institution in Saskatchewan and received a certificate, diploma, or degree
  • Have a valid Job Approval Letter from SINP
  • Have a valid PGWP or Open Work Permit issued under the Canada-Ukraine Authorization for Emergency Travel (CUAET) from the IRCC
  • Have a full time permanent job offer under an approved Saskatchewan employer 
  • Meet the minimum language proficiency requirements as specified
  • Are employed in a job role listed under the NOC TEER 4 or 5
  • Have been employed for at least 6 months in a paid job role in Saskatchewan
  • Have professional work experience in one of the following types of work:
    • On-campus
    • Off-campus
    • Co-op terms
    • Graduate fellowships verified by your educational institution
    • PGWP-based work experience

Note: Students who graduated from a Canadian educational institute and meet the requirements stated above are also eligible to apply under this sub category

 

Entrepreneur Stream  

The entrepreneur is designed to invite business entrepreneurs and business management experts who are willing to set up or invest in a business form in Saskatchewan. This entrepreneurial steam welcomes business proposals across a wide range of industrial sectors.

The entrepreneur stream is divided into the following subcategories:

  1. Entrepreneur category

This subcategory mainly focuses to invite foreign entrepreneurs willing to obtain or partner in a business venture in the province and will be actively managing it while staying in Saskatchewan.

  1. International Graduate Entrepreneur Category

This subcategory is focused on inviting foreign graduates from Saskatchewan educational institutes who aspire to become entrepreneurs. Under this subcategory, you can set up, buy, or partner in a business venture in the province along with your family. However, you must be willing to stay in Saskatchewan and manage the business actively.

 

Farm Owner and Operator Stream

The Farm owner and Operator stream aims to invite skilled professionals from the farming sector. You can apply for this stream if you have sufficient assets or financial resources to invest in a farming operation and/or are willing to buy and run a farm in the province. You would be eligible for this stream if you:

  • Have assets worth a minimum of CAD 500,000
  • Sign a Performance Agreement to buy and manage a firm in Saskatchewan
  • Have made or willing to make an exploratory visit to the province for a minimum of 5 working days
  • Have scored a minimum of 55 pints under the Farm owner/Operator Category Intent Grid
  • Have relevant knowledge and experience in owning and managing a farm
  • Have a well-planned proposal for a commercial farming opportunity

Young Farmer stream

This substream was recently launched under the Farm owner and Operator stream of SINP. Under this substream, young farm owners aged under 40 years can set up farming operations in the rural areas of Saskatchewan along with their families. You would be eligible to apply under this substream if you:

  • Are aged below 40 years
  • Have assets or financial resources worth a minimum of CAD 300,000 which have been acquired through legal means
  • Have a minimum professional experience of 3 years in farm ownership, farm management, or practical farming experience
  • Have a proposal for a commercial farming opportunity
  • Have relevant skills, experience, and education to facilitate your income

 

SINP Requirements

The eligibility and required documents vary on the basis of the streams and subcategories that you choose. However, certain documents are standard for all SINP streams and sub-streams. The following are the most commonly required documents while applying for SINP:

  • Documents to prove your nationality and civil status
  • Educational qualification documents
  • Educational Credential Assessment (ECA) reports
  • Recent bank statements and income tax reports
  • Language Proficiency test results
  • Proof of current residency
  • Work experience documents and business plans
  • Reference letters and payroll records
  • Police clearance reports
  • Travel-related documents, including a valid passport

SINP Points Calculator

The SINP uses a points-based system to assess the eligibility of the candidates. Saskatchewan has a separate point assessment of its own, which is based on the following factors:

SINP Processing Fees

Candidates applying for SINP must pay a non-refundable fee of CAD 350. Specific SINP streams have separate fee requirements depending on the subcategories chosen by the candidate.

 

What to do if you receive a SINP nomination?

Once your SINP application is submitted, the provincial government will be checking and reviewing your application to verify if it is complete. Incomplete applications are rejected and you might be asked to submit a new application. Complete applications are reviewed and processed for further consideration.

Upon receiving a SINP nomination, you must apply for Canada PR to the IRCC. The following are the steps to apply for Canada PR:

Step 1: Fill out the online application for Canada PR

Step 2: Apply for Canada PR along with the documents required

Step 3: Complete the fee payment

Once the fee payment is done, the IRCC will issue the following documents:

  • Confirmation of Permanent Residence (COPR)
  • PR visa
  • Letter having details about your COPR and other requisites

 

What to do if you do not receive a SINP nomination?

You may not receive a SINP nomination if the provincial government decides that you are ineligible. You will receive a letter informing you of the grounds for rejection. Depending on the reasons specified, you might reapply after your situation changes or look for other alternatives to obtain Canada PR.
