Why apply for PEI PNP?

The Prince Edward Island Provincial Nominee Program (PEI PNP) was instituted in 2001 to bring in skilled foreign immigrants who can contribute to the province's labor market and economic needs. PEI PNP is said to invite the largest number of immigrants to Canada, retaining a high population intake. PEI PNP program has three major immigration categories divided into different streams: PEI Express Entry, Skilled Worker Stream, Critical Worker Stream, International Graduate Stream, and the Work Permit Stream. What is the PEI PNP Program?

PEI provides three main categories for Prince Edward Island immigration. Candidates who are looking to apply for Canada permanent residency via PEI PNP can choose from any of the following PEI PNP streams:

  1. PEI PNP Express Entry
  2. Labour Market Impact category

An Overview of Immigration to Prince Edward Island

The table below has an overview of the general eligibility requirements for the PEI PNP:

PEI PNP Express Entry

Have an active Express Entry profile
Must qualify for any of the federal immigration programs: (FSWP) Federal Skilled Worker Program, (FSTP) Federal Skilled Trades Program or the (CEC) Canadian Experience Class.

Labour Impact Category

Must be aged between 21 - 59 years
Have a full-time or a minimum of 2 years of employment offer from an employer in PEI in any one of the eligible position;
Have sufficient funds to reside and settle in the province
Have the intent to settle in PEI;
Fulfill the language requirements of CLB 4

Business Impact Category

Must be aged between 21 - 59 years
Have a net worth of CAD $600,000
Must have completed at least secondary education
Must have business ownership or transferable management skills
Fulfill the minimum language requirements of CLB 4;
Have the intent to settle and remain employed in PEI;
Must have experience to manage the business proposed from within PEI
Fulfill other eligibility requirements.

 

PEI PNP Express Entry

The PEI Express Entry category is for individuals who are eligible to enter the Express Entry pool and are looking to work and settle in the province. Candidates who fulfill the requirements and have the skills required for Prince Edward Island's labor market can apply for the stream. Unlike the other Express Entry-aligned PNP programs, the PEI Express Entry stream does not require the candidate to have an employment offer. Nominations through the PEI PNP program will increase the chances of receiving an ITA for PR.

Note: Candidates who are not currently pursuing their studies but reside in PEI with a valid study permit may not be eligible to apply for the program.

 

Eligibility requirements for the PEI Express Entry stream

To receive a nomination through the PEI Express Entry stream, one must:

  • Be eligible for any one of the Express Entry-economic immigration programs:
  • Federal Skilled Worker Class
  • Federal Skilled Trades Class
  • Canadian Experience Class
  • Have an active Express Entry profile and be placed in the Express Entry pool
  • Proof of full-time work experience with a PEI employer for at least nine consecutive months 
  • Form PEIW-03: PEI Workforce Use of Representative Form (If required)
  • Have a minimum of four months left on your work permit at the time of EOI submission if:
    • You are a PGWP holder and have graduated from an institution outside Prince Edward Island
    • You own a SOWP (Spousal open work permit)

Labour Impact Category

The labor Impact category is for recent graduates and skilled workers who wish to settle permanently in Prince Edward Island through the PEI PNP program. The PEI PNP Labour Impact category is further categorized into three streams:

  • Skilled Worker Stream
  • Critical Worker Stream
  • International Graduate Stream

Have a minimum of two-year post-secondary degree or diploma;
Have a minimum of two years of full-time continuous work experience in the recent five years;
Have a valid work permit if you are residing in Canada;
Have legal status in your country of residence if you reside outside the country.
Critical Worker Stream Yes The offered job must be in one of the following roles:
Customer service representative
Labourer
Food and beverage server
Housekeeping attendant
Truck driver
International Graduate Stream Yes Must have worked at least six months full-time for the PEI employer;
Must hold a work permit in Canada;
Must have at least a high school education;
Must have at least two years of work experience or relevant education in the past five years.
Job offered must have a National Occupational Classification (NOC) level of 0, A or B
Have worked for a minimum of six months for an employer in PEI in a job role that matches your educational qualifications
Have a valid Post-Graduation Work Permit
Completed your graduation, and received a post-secondary degree or diploma from any of the registered PEI educational institutions.

 

Skilled Worker Stream

Individuals who are currently employed in PEI or have an employment offer from an employer in Prince Edward Island can apply for the skilled worker stream. Eligible skilled workers who are employed in skilled occupations or professions, have prior work experience and have a post-secondary degree or diploma qualify for the skilled worker stream.

 

Eligibility Requirements for Skilled Worker stream

One must fulfill the requirements given below to apply for the skilled worker stream:

  • Have a long-term, full-time employment offer from a PEI-based employer. The job offered must be in NOC Skill level 0, A, or B.
  • Have a valid and registered work permit if you are employed in PEI.
  • Be a legal citizen in your country of residence. 
  • Be present for an interview at the Office of Immigration (If applicable)
  • Completed a degree or diploma of a minimum of 2 years
  • Be aged between 21-59
  • Have a minimum of two years of professional working experience in the past five years
  • Have sufficient funds to settle in PEI.
  • Show proof of intent to work and settle in PEI.
  • Score a minimum of 50 points on the Labour Impact Self-Assessment.
  • Must be proficient in English or French languages

 

The test can be verified via any of the following:

  • Language test from an IRCC-approved institute with a CLB 5 in the recent five years
  • A declaration of language proficiency from an employer in PEI
  • Proof from an institution that is globally recognized stating that the primary language studied is in French or English

 

Critical Worker Stream

Individuals currently employed by an employer in Prince Edward Island and have their employers willing to sponsor them for permanent residence may be eligible to apply for the PEI PNP program. Foreign workers with at least two years of professional experience in an unskilled or semi-skilled occupation can qualify for the critical worker stream.

 

Eligibility Requirements for Critical Worker stream

One must fulfill the requirements given below to apply for the critical worker stream:

  • Have a long-term and full-time employment offer from a PEI-based employer. The job offered must be in NOC Skill level C or D occupations:
  • Truck driver
  • Customer service
  • Representative
  • Labourer
  • Food and beverage server
  • Housekeeping attendant
  • Have been employed in full-time work for at least six months for an employer in PEI
  • Have a legal Canadian status and a registered work permit.
  • Must be aged between 21-59
  • Must have minimum educational qualifications that are equal to high school standards
  • Be present for an interview at the Office of Immigration (If applicable)
  • Have a minimum of two years of professional experience in the past five years
  • Have valid language test results (CLB 4/NCLC Level 5) in the recent two years
  • Show proof of intent to work and settle in PEI.
  • Score a minimum of 50 points on the Labour Impact Self-Assessment.
  • Have sufficient funds to settle in PEI.

 

International Graduate Stream

Recent graduates from recognized and well-established post-secondary institutions (Universities and colleges) in PEI with an employment offer from an employer in PEI can be eligible to apply for the PEI International graduate stream. Graduates must have a verified work permit and are working in any of the skilled professions in their field of study.

 

Eligibility Requirements for International Graduate Stream

One must fulfill the requirements given below to apply for the International graduate stream:

  • Have a long-term, full-time employment offer from a PEI-based employer. The job offered must be in NOC Skill level 0, A, or B.
  • Have been employed in full-time work for at least six months for an employer in PEI
  • Have a legal Canadian status and a registered Post-graduate work permit (PGWP)
  • Be present for an interview at the Office of Immigration (If applicable)
  • Have completed a two-year educational study course (Degree or diploma) from a PEI institution that is publically funded
  • Fulfill the language proficiency (English/French) required for the job offered
  • Show proof of intent to work and settle in PEI.
  • Have sufficient funds to settle in PEI.
  • Score a minimum of 50 points on the Labour Impact Self-Assessment.

The PEI PNP Business Impact category has the Work permit stream. Individuals who are looking to invest in or manage businesses can apply for this category. Foreign business professionals with experience in business management or ownership who intend to move to and set up their own business establishment in Prince Edward Island can be eligible to receive a provincial nomination and apply for permanent residence.

 

Eligibility Requirements for Work permit stream

One must fulfill the requirements given below to apply for the work permit stream:

  • Have completed education that is equal to secondary school level
  • Must be aged between 21-59 at the time of applying
  • Must have experience in management skills, owning and running a business
  • Fulfill the language requirements of CLB 4/NCLC 4
  • Show proof of intent to work and settle in PEI
  • Be present for an interview at the Office of Immigration (If applicable)
  • Meet the conditions for the Performance Agreement signed with the Office of Immigration
  • Have a net worth of $600,000 via legit sources
