Special work permit announced for Manitoba PNP candidates. Check if you qualify!

Selective Manitoba PNP candidates will now be able to receive special work permits. The Manitoba-specific work permit will come with a validity of two years and will start accepting applications from April 22, 2025. To be eligible, the Manitoba PNP candidate must:

• Have a work permit that is set to expire in 45 days
• Have been living in Manitoba since January 15, 2025
• Have an employment letter from your current employer in Manitoba
• Have a valid MPNP EOI profile

Two Canadian provinces declared priority sectors for new PR pathways

Sault Ste Marie and Brandon announced their lists of priority sector occupations for the Rural Community Immigration Pilot (RCIP). Applicants must have a secured job offer from a designated employer to be eligible for two provinces. Two Canadian provinces have listed individual priority lists, which is:

• Sault Ste Marie allocated 300 spots for the RCIP in 2025
• Brandon allocated 180 spots for the RCIP in 2025

IRCC issued 200 ITAs through three PNP Draws: Manitoba, BC, and PEI. BC PNP issued 6 invites for eligible candidates with a minimum CRS score of 121-148 on April 15, 2025. Manitoba PNP issued 27 invites for eligible candidates with a minimum CRS score of 621 on April 17, 2025. PEI PNP issued 168 ITAs for individuals working in occupations and priority sectors based on the economic impact on PEI on April 17, 2025.

Canada has recently declared that IRCC will now accept the CELPIP Test for the PGWP. To apply for the PGWP, the applicant who will use the CELPIP score is valid for two years from the initial date of the exam, so it is necessary to provide the test score before it expires.

Significant changes in CRS scores after removal of points for arranged employment

The Express Entry pool witnessed major changes after arranged employment points were removed under the Comprehensive Ranking System (CRS). The most significant changes among the Express Entry profiles happened within the 501-600 CRS score range, which severely reduced 5,740 profiles. Still, Express Entry invited 7,373 candidate profiles within the drastically radical decrease.

Canada reveals the first set of occupations of 2025 for the new PR pathways

Two new PR pathways, the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP), were announced on January 30, 2025. Timmins in Northern Ontario is the first participating community to release the first set of new sectors and occupations under the two new pathways.

New Brunswick Reopens Immigration Programs 

The Canadian federal government announced 2750 nomination spaces for New Brunswick immigration programs. As per the announcement, the New Brunswick Provincial Nominee Program will get 1500 spaces, and the Atlantic Immigration Program will have 1250 spaces. The reopening of immigration programs was announced on February 5, 2025. More information about the immigration programs is given in the table below.

Canada Announces country Quotas for LMIA-exempt work permits

Canada has released the country-wise quotas of LMIA-exempt work permits to be issued this year. Candidates between 18-35 years of age belonging to countries with a bilateral youth mobility agreement with Canada can apply for the IEC program.

The three categories under Canada International Experience Canada (IEC) through which the work permits can be issued are as follows:

• The Working Holiday category
• The Young Professionals category
• The International Co-op category

Canada launches new immigration pathway under FCIP and RCIP

IRCC has launched new immigration pathways under two pilot programs, including the Francophone Community Immigration Pilot (FCIP) and the Rural Community Immigration Pilot (RCIP), leading to Canada PR. The FCIP targets to welcome French speaking professionals with an intermediate level proficiency and a job offer in priority occupations outside Quebec. The RCIP is meant to invite foreign nationals who can contribute towards filling labor shortages in rural communities with long-term settlement plans.

IRCC Revises Health Insurance Requirements for Canada Super Visa

Canada announced changes to the health insurance requirements for the Canada Super Visa. According to the new changes, Canada Super Visa applicants can take health insurance from companies outside Canada only if they meet the following conditions:

• For sickness insurance and accidents, the company must be approved by the Office of the Superintendent of Financial Institutions
• The health-insurance-providing company must be listed on the federally regulated financial institutions of OSFI
• Issued under the insurance business of the company in Canada

Canada extends the validity of open work permits for PNP candidates.

IRCC has extended the validity of open work permits to 2 years for PNP candidates. Foreign nationals who have obtained a Letter of Employment and letter of support from the Canadian province or territory they reside in are eligible to apply for the open work permit. The Canadian Open Work Permit allows newcomers to work for any employer in any industry. The new changes in policy are valid until December 31, 2025.

IRCC has published the TEER 2 and 3 jobs list to get an applicant with a spousal open work permit. IRCC announced the spouses of foreign workers would only be eligible for spousal Open work permits if their spouse worked in:

• A TEER 0 occupation
• A TEER 1 occupation
• Select TEER 2 and 3 occupations

The foreign worker must also have at least 16 months remaining on their work permit when their spouse applies for the SOPW.

IRCC declared a study permit cap for 2025

IRCC has capped study permit applications at 505,162 for the remainder of 2025. The cap will be effective from January 22 to December 31, 2025.IRCC will only process study permit applications until they have reached the study permit cap. There are the following candidates who are exempt from the study permit cap those applicants are:

• Who wants to renew their study permit and at the same DLI and at the same level of study as the existing study permit
• Those who are to an unenforceable removal order also hold a temporary resident permit, which is valid for at least six months
• Sponsored by Canadian immigrants
• Protected person
• who is applying as an exchange student at DLI
• Who applied to study at a DLI that a federal department or agency administrates
• Who has received scholarships for non-Canadians administered and funded by Global Affairs Canada
• Selected to participate in the Francophone communities’ student pilot

Canada plans to introduce new changes in Express Entry in 2025

Express Entry will notice certain changes in 2025, affecting Canada’s most significant economic immigration program. In 2025, there are some changes that Express Entry will notice:

• A relative increase in its share of the Express Entry overall
• Immigration targets have increased the target number of admissions under the Federal economic programs to 124,590 allocations.
• No more CRS points for job offer
• Federal High Skilled will be replaced by a Federal economic program and In-Canada Focus

OINP has announced new streams that will operate the Expression of Interest system. The new pilot program will begin from January 2 to December 31, 2025. To qualify, an applicant must register an EOI and receive an invitation to apply. 

If candidates have a job offer in Ontario, then an applicant can apply to the following streams: 

• Employer Job Offer: Foreign Worker stream: A skilled foreign worker with a job offer can apply through the Employer Job Offer stream.

Canada implemented a new Tax regime for Start-up visa candidates in 2025

Canada’s Tax system will significantly change 2025 for start-up entrepreneurs immigrating through the Start-up visa (SUV) program. The Canada Revenue Agency (CRA) will make online mailing a default option for most business entrepreneurs. Canada will also introduce a pension plan in 2025 where the Year’s Maximum Pensionable Earnings (YMPE) increases to $71,300 and the Year’s Additional Maximum Pensionable Earnings (YAMPE) increases to $81,200.

Canada's employment rate rose by 91,000 (+0.4%) in December, increasing it by 0.2 percentage points to 60.8%. Canada is planning to change the eligibility criteria for open work permits for family members of international students and foreign workers. This new rule will be effective from January 21, 2025, and will allow certain international student and foreign worker spouses to apply for a family Open work permit who are enrolled in Doctoral or Master’s programs that are 16 months or longer in duration and select professional and eligible programs.

IRCC expanded the fields of study under the Post Graduate Work Visa in 2025

Canada has expanded its fields of study under the Post Graduate Work Visa in 2025. Initially, the list had five categories that reflected the occupation-express entry draw, such as

• Agriculture and Agri-food
• Healthcare
• Science, Technology, Engineering and Mathematics (STEM)
• Trade
• Transport

Now, IRCC has added the sixth category, “Education.” The Education category occupation is classified using the Classification of Instructional Programs (CIP).

Canada has paused new applications for the Parents and Grandparents Program in 2025, focusing instead on processing up to 15,000 applications submitted in 2024. Candidates wishing to have their parents and grandparents join them for an extended time in Canada can sponsor their relatives for a super visa. The pause is to reduce the target to 24,500 foreign nationals sponsored through the PGP.

Yukon Nominee Program is willing to introduce an intake–based approach for applicants. Yukon PNP will have a fixed application for each intake under this new initiative. The first intake will open on January 29, 2025. It will accept a minimum intake of 125 applications under YNP applications for the first intake. For 2025, Yukon has requested an increase in the 2025 allocation nomination.

International Experience Canada (IEC) is now open and accepting candidate profiles for 2025. Under the IEC program, youth from certain countries will receive work permits. IEC candidates will receive more preference and have a better chance of success than other work permits. The work experience gained on an IEC work permit can help foreign nationals build eligibility for Canada PR.

IRCC declared the removal of LMIA Based job offer points from the Express Entry CRS System 

Express Entry candidates are no longer eligible to grab additional points from LMIA job offers as IRCC has declared the removal of LMIA-based job offer points from the Express Entry CRS System. As Marc Millar stated, until the new change is implemented, candidates will receive an additional 50 points in the CRS system if they have a valid job offer.

Canada announced a new pathway for French speakers to apply for PR via the new Francophone immigration pathway to Canada PR in 2025. The new Francophone immigration pathway is designed for French-speaking candidates to settle in Canada. Candidates will require a job offer and recommendation to be eligible for this program. This new pathway is expected to last for five years.

IRCC allows selective work permit holders to continue studying in Canada without a student visa

IRCC will allow selective work permit holders who applied for a Canada work permit before June 7, 2023, to continue studying in Canada without a study permit. The work holder can continue their studies under the temporary policy until June 27, 2026. Foreign nationals who applied for work permits after June 7, 2023, are not eligible for this program.

Canada introduced new rules for International Students Changing Schools from 2025

IRCC announced new rules for international students transferring schools (DLIs) for winter or summer 2025. These students can begin studying before the new permit arrives. All international students who applied before November 1, 2024, are not required to follow the new rules for PGWP.The student has to apply for a new study permit via a study permit extension application.
