Canada sent ITAs for the Parents and Grandparents PR pathway on March 7

IRCC had announced it would accept 10,000 PGP applications in 2025. ITAs were issued to apply for the Canada PGP on March 7, 2025. Some of the Canadians and PR holders were allowed to sponsor their parents and grandparents for PR in 2025. Candidates who applied for the program in 2020 can receive an ITA this year.

IRCC held the first Manitoba PNP draw for March 2025. The MNP Draw, conducted on March 6, 2025, granted 111 Letters of Advice to Apply (LAAs) to candidates with a minimum score range of 724-861. The LAAs were issued via the Skilled Worker in Manitoba and Skilled Worker Overseas streams.

The recent Express Entry Draw issued 4,500 ITAs for eligible candidates. The minimum CRS score for the #339 Express Entry Draw to be considered was 410. The recent Express Entry draw was for French Professionals.

Canada announces changes to Express Entry categories from March, 2025 

IRCC altered the list of Express Entry categories on February 27, 2025. The new list of categories will be effective from March 1, 2025. As per the recent release, four categories, including French-language proficiency, Healthcare and Social service occupations, Trades occupations, and Education occupations, will be prioritized for ITAs this year, in 2025.

The new list of Express Entry categories is given below:

• Agriculture and agri-food occupations
• Science, technology, engineering, and math (STEM) occupations

Quebec Announces Cap on Study Applications

Quebec has announced a cap of 124,760 for study permit applications submitted under the Foreign Student Program from February 26, 2025, to February 26, 2026. The new cap is effective for applications submitted after February 26, 2025.

Eligibility Requirements for the New Home Care Worker Immigration Pilots to PR 

IRCC announced the eligibility criteria for applying for the new HCWP program for permanent residence.

To qualify for the HCWP, you must fulfill the below criteria:

• 6 months of work experience or a 6-month home care training certificate
• Have at least a secondary school diploma
• An employment offer from a registered organization in Canada or a Canadian household
• Score CLB 4 (English or French)

Northwest Territories Nominee Program to Reopen on February 27, 2025

The Northwest Territories Nominee Program will reopen on February 27, 2025, and accept applications via two intakes. Individuals can apply between 9 AM MT on February 27 and 5 PM MT on March 6, 2025. The NTNP program will process 150 applications, of which 90 are new, and 60 were submitted in 2024.

Canada’s Employment rose by 76,000 in January 2025

According to the latest Labour Market Survey reports, employment in Canada has increased by 76,000. Employment rose for youth in the 15-24 age group. The highest employment gains were recorded in the manufacturing sector, followed by professional, scientific, and technical services. Canadian provinces Ontario, British Columbia, and New Brunswick witnessed a rise in employment for the month of January 2025.

The latest Alberta PNP draws held in the first week of February 2025 issued 308 Invitations. The Canadian federal government announced 2750 nomination spaces for New Brunswick immigration programs. As per the announcement, the New Brunswick Provincial Nominee Program will get 1500 spaces, and the Atlantic Immigration Program will have 1250 spaces. Canada has released the country-wise quotas of LMIA-exempt work permits to be issued this year. Candidates between 18-35 years of age belonging to countries with a bilateral youth mobility agreement with Canada can apply for the IEC program.

Canada launches new immigration pathway under FCIP and RCIP

IRCC has launched new immigration pathways under two pilot programs, including the Francophone Community Immigration Pilot (FCIP) and the Rural Community Immigration Pilot (RCIP), leading to Canada PR. The FCIP targets to welcome French speaking professionals with an intermediate level proficiency and a job offer in priority occupations outside Quebec. The RCIP is meant to invite foreign nationals who can contribute towards filling labor shortages in rural communities with long-term settlement plans.

Canada announced changes to the health insurance requirements for the Canada Super Visa. According to the new changes, Canada Super Visa applicants can take health insurance from companies outside Canada only if they meet the following conditions:

• For sickness insurance and accidents, the company must be approved by the Office of the Superintendent of Financial Institutions
• The health-insurance-providing company must be listed on the federally regulated financial institutions of OSFI

Canada extends the validity of open work permits for PNP candidates.

IRCC has extended the validity of open work permits to 2 years for PNP candidates. Foreign nationals who have obtained a Letter of Employment and letter of support from the Canadian province or territory they reside in are eligible to apply for the open work permit. The Canadian Open Work Permit allows newcomers to work for any employer in any industry. The new changes in policy are valid until December 31, 2025.

IRCC has published the TEER 2 and 3 jobs list to get an applicant with a spousal open work permit. IRCC announced the spouses of foreign workers would only be eligible for spousal Open work permits if their spouse worked in:

• Select TEER 2 and 3 occupations

IRCC declared a study permit cap for 2025

IRCC has capped study permit applications at 505,162 for the remainder of 2025. The cap will be effective from January 22 to December 31, 2025.IRCC will only process study permit applications until they have reached the study permit cap. There are the following candidates who are exempt from the study permit cap those applicants are:

• Who wants to renew their study permit and at the same DLI and at the same level of study as the existing study permit
• Those who are to an unenforceable removal order also hold a temporary resident permit, which is valid for at least six months
• Sponsored by Canadian immigrants
• Protected person
• who is applying as an exchange student at DLI
• Who applied to study at a DLI that a federal department or agency administrates
• Who has received scholarships for non-Canadians administered and funded by Global Affairs Canada
• Selected to participate in the Francophone communities’ student pilot
• Who are either already residing in Canada or are entering Canada and are applying under the provisions of a public policy
• Who is exempt from needing a study permit

Canada plans to introduce new changes in Express Entry in 2025

Express Entry will notice certain changes in 2025, affecting Canada’s most significant economic immigration program. In 2025, there are some changes that Express Entry will notice:

• A relative increase in its share of the Express Entry overall
• Immigration targets have increased the target number of admissions under the Federal economic programs to 124,590 allocations.
• No more CRS points for job offer
• Federal High Skilled will be replaced by a Federal economic program and In-Canada Focus
• Emphasis would be more on category-based selections

Ontario’s launches new pilot program pathway to Canadian PR 

OINP has announced new streams that will operate the Expression of Interest system. The new pilot program will begin from January 2 to December 31, 2025. To qualify, an applicant must register an EOI and receive an invitation to apply. 

If candidates have a job offer in Ontario, then an applicant can apply to the following streams: 

• Employer Job Offer: Foreign Worker stream: A skilled foreign worker with a job offer can apply through the Employer Job Offer stream. 
• Employer Job Offer: International Student stream: A recent graduate with a job offer can apply in Ontario with an Employer Job Offer. 
• Employer Job Offer: In-Demand Skills stream: A foreign worker in an in-demand occupation with an employment offer in Ontario can apply for Employer Job Offer: In-Demand Skills stream.

Canada implemented a new Tax regime for Start-up visa candidates in 2025

Canada’s Tax system will significantly change 2025 for start-up entrepreneurs immigrating through the Start-up visa (SUV) program. The Canada Revenue Agency (CRA) will make online mailing a default option for most business entrepreneurs. Canada will also introduce a pension plan in 2025 where the Year’s Maximum Pensionable Earnings (YMPE) increases to $71,300 and the Year’s Additional Maximum Pensionable Earnings (YAMPE) increases to $81,200.

Canada employment increased up by 91,000 as of December 2024

Canada's employment rate rose by 91,000 (+0.4%) in December, increasing it by 0.2 percentage points to 60.8%. The Employment gains in December were led by educational sectors, transportation and warehousing, real estate, finance, insurance, rental and leasing, and healthcare and social assistance. Employment increased in 4 different Canadian provinces such as Alberta, British Columbia, Nova Scotia, and Saskatchewan.

Canada to introduce new changes for open work permits for temporary residents 
Canada is planning to change the eligibility criteria for open work permits for family members of international students and foreign workers. This new rule will be effective from January 21, 2025, and will allow certain international student and foreign worker spouses to apply for a family Open work permit who are enrolled in Doctoral or Master’s programs that are 16 months or longer in duration and select professional and eligible programs.

Canada intends to add a new education category to the Express Entry Draw

IRCC is planning to offer a new education category in 2024 and introduce a new Express Entry Category in 2025 along with existing categories. This category targets key education-related occupations to address labor shortages in Canada. These occupations are aligned with Canada's labor shortage in education. The new category aims to support sectors like teaching and childcare. However, it is yet to be officially confirmed.

According to the latest reports, Indians were the top nationalities to receive the highest number of PR visas in 2024. Around 120,720 Indians became permanent residents in Canada last year. People from the Philippines, China, and Cameroon were the next three countries to receive the most Canada PRs in 2024.

IRCC expanded the fields of study under the Post Graduate Work Visa in 2025

Canada has expanded its fields of study under the Post Graduate Work Visa in 2025. Initially, the list had five categories that reflected the occupation-express entry draw, such as

• Agriculture and Agri-food
• Healthcare
• Science, Technology, Engineering and Mathematics (STEM)
• Trade
• Transport

Now, IRCC has added the sixth category, “Education.” The Education category occupation is classified using the Classification of Instructional Programs (CIP).

IRCC declares a cap on applications for the Agri-Food Pilot pathway to permanent residence

IRCC has announced a cap on the total number of applications issued via the Agri-Food Pilot pathway to permanent residence. IRCC will only accept up to 1010 applications for 2025 and will not accept any further applications after May 14, 2024. IRCC limited applications to 2,750 per year.

IRCC pauses applications for Parents and Grandparents Program in 2025

Canada has paused new applications for the Parents and Grandparents Program in 2025, focusing instead on processing up to 15,000 applications submitted in 2024. Candidates wishing to have their parents and grandparents join them for an extended time in Canada can sponsor their relatives for a super visa. The pause is to reduce the target to 24,500 foreign nationals sponsored through the PGP.

Yukon will introduce new intakes for PNP applications in 2025 

Yukon Nominee Program is willing to introduce an intake–based approach for applicants. Yukon PNP will have a fixed application for each intake under this new initiative. The first intake will open on January 29, 2025. It will accept a minimum intake of 125 applications under YNP applications for the first intake. For 2025, Yukon has requested an increase in the 2025 allocation nomination.

IRCC declared the removal of LMIA Based job offer points from the Express Entry CRS System 

Express Entry candidates are no longer eligible to grab additional points from LMIA job offers as IRCC has declared the removal of LMIA-based job offer points from the Express Entry CRS System. As Marc Millar stated, until the new change is implemented, candidates will receive an additional 50 points in the CRS system if they have a valid job offer.
